Stop the server.
Go to File Manager.
Open .local > share > Euro%20Truck%20Simulator%202 > server_config.sii
Locate moderator_list:
Enter the number of mods.
In the {} add moderator_list[0]: Steam64_ID. For each mod
Save.
Start the server.
